Gazprom proposed a special purchase for gas to Ukraine retroactively, but wants to control their "pipeline"

2013 03 21

Gazprom could apply a discount for the sale of gas from 1 January  2013, if the Ukrainian Verkhovna Rada (Parliament) adopted until 1 of June the amendment on possible gas transportation system rentals, reported the newspaper “Kommersant - Ukraine" on 11 March with no reference to the source.

Currently, the provisions of Article 7 in the Law of Ukraine "On the transportation of the pipeline" prohibits to demise national property systems, conclude concession or redeemable lease (leasing) contracts.

The Ukrainian Ministry of Energy would agree that Gazprom invested in the construction of new gas pipelines in Ukraine or contributed to the modernization of the existing pipelines, and participated in operating the gas supply system. However, Gazprom seeks the adoption of the above decision on the Supreme Rada level.

Of course, Kiev would like to get special purchase discounts for the Russian gas, as they consider the current prices excessive. Moscow in return seeks to take control of Ukraine's state-owned gas transportation system. Now an option of setting up a joint consortium of the Ukraine, Russia and the EU is under consideration. In this regard, the President of Ukraine Viktor Yanukovych stated that if Russia was willing to participate in the consortium, it should ensure the agreed gas transportation volumes to Europe.
