  Viktor Stepanovich. When is Russia going to ratify the border agreement?

On 22 June the Government of the Russian Federation submitted to the President Putin the Border Agreement between Russia and Latvia for the delivery to the GosDuma for its ratification. Actually only some six days were left for this before the session on 2 – 7 July.

- The approach towards the Agreement is favourable. The GosDuma has got its agenda including the time for ratifying of documents, but I am not sure, whether this document will be ratified in the nearest future, - said assistant to the President Sergej Jastrzembskij to journalists, noting that neither technical nor political hinders exist for the ratification of this particular document.

What concerns political hinders, they do not exist any more, perhaps. But there is the so called Regulation of the State Duma of the Russian Federation, defining the procedures for ratification, and it is rather complicated.

The Agreement shall be supplemented with supportive documents justifying the expedience of the ratification, the conformity with the legal acts of the Russian Federation and the assessment of all possible financial-economic and other consequences of the ratification.

Following the receipt of all the submitted documentation, the Council of the GosDuma shall refer the draft law with the corresponding supportive material for the conclusions to the Committee of the GosDuma on International Affairs.

With reference to the received conclusions and taking into consideration the submitted recommendations, the Committee shall adopt by voting the draft law of the federation on ratification and the conclusions thereof. The majority of votes of the total number of the members of the Committee (not of the number of the participating!) are necessary for the adoption of the act.

Then the package of documents shall be submitted to the legal department of the administration of the GosDuma for the obligatory circulation among the deputies. Deputies shall take the decision on ratification in the same procedure as for any other draft laws.

But this is not yet the end: the adopted federal law shall be submitted by the Chairman of the GosDuma to the Council of the Federation…

And now a couple of aspects:

First, according to the information on the official website of the GosDuma of the Russian Federation concerning the activities of the Committee on International Affairs, there are no planned sessions in June.

Second, according to the information of Vladimir Grebeniuk, the Deputy Chairman of the Committee on the agenda, the GosDuma is not going to extend the working time within the period of the spring session and all deputies are planning to go on summer leave as from the 15th of July.

And the week before that date is planned for the activities of the deputies in the regions. Summer holidays for the most favoured of the nation will last until 27 August, then until 3 September they will continue working in their elective regions.

Ukraine has filed a lawsuit against Russia in the International Court of Justice for terrorism and racism (17)

The Ministry of Foreign Affairs of Ukraine filed a lawsuit in the UN International Court of Justice against Russia within the framework of the International Convention for the Suppression of the Financing of Terrorism and the International Convention on the Elimination of All Forms of Racial Discrimination, says the site of the Foreign Minister. This is done on the instructions of the President of Ukraine Petro Poroshenko, issued on 16 January.


National Armed Forces (NAF) of Latvia will deploy additional military units in three cities (32)

Belarus has established a visa-free regime for citizens of 80 countries (2)

Alexander Lukashenko on 9 January signed a decree № 8 "On the establishment of visa-free entry and exit of foreign nationals." The document establishes visa-free entry to Belarus for a period not exceeding 5 days at the entrance through the checkpoint "National Airport Minsk" for citizens of 80 countries, - reported the press service of the President of Belarus.




The European Parliament approved the recall of visas for citizens of Ukraine and Georgia (2)

The European Parliament approved the granting of a visa-free regime for short-term trips to the citizens of Ukraine and Georgia, RIA Novosti reported.
